Is it? I admire your prophetic qualities but what I tried to point out differs. Compatibility is not only about what is technically possible but also what is wanted from a business point of view. Re-publishing of games is a business. For this very reason it is rather naive to think everything will be a given. If it is, I'll take it. But don't be too surprised if it won't be quite as consumer-friendly, even if it is technically a non-issue. It's not PCs, it's consoles. I think what you lack to see is the money ZOS makes from people jumping boats. There is a reason for why our unlocks are not bound to our accounts. If we hop over to a different platform we have to rebuy what we previously bought in the crown store if we want to utilize it again on the different platform. Everything you buy in-game is not unlocked in your account, just on the server you play on. That's not an accident of sorts but ensures additional profit for server-hopping whales.
So even if what you say comes true and the compatibility is in-place both from Sony's and from ZOS' side, it's still a business decision to be made if the pre-existing userbase is more valuable than a fresh boat with a lot of items to be (re-) bought from the store. This is nothing related to hardware compatibility or whatever. It is a business decision. So from my naive point of view, it is a bold move to say "listen, it will come like this, you will see". Yes, I will see. When it's there. And trust me I wish you are right with your assumption but pardon my hesitation for given reasons.

The OP clearly indicated they are talking about switching console BRANDS. They want PS4 to next XBox, whatever that is called, or XBox whatever it is now (One?) to PS5. This is not going to happen.
There will be no migration with new consoles. You will continue to use your same account if you keep your platform (XBox/PS). Change from XBOX/PS4/PC to another platform and you can't bring your account with you. Separate infrastructure.
New consoles will NOT mean new infrastructure for ESO. Running ESO on the new consoles will just connect to the same servers as the old generation of consoles. ZOS has only done account transfers to empty databases, like when they released for console or when they pre-populate PTS.

But that is happening already. If you go from console to PC or even from one region to another on the same platform, you start from scratch (basically what OP mentions here). That is not just true for your progress but also for bought in-game items. They don't carry over. So building up obstacles for longterm customers is a given already and no alien concept out of this world. It must be a more profitable business to resell items again and again and again as often as possible to the same person. Even if this person hates that, is unhappy over it and and some customers rather quit, it must be a good deal in the grand scheme of things.
