Game decisions influencing the environment are interesting, though - getting titles/rewards based on a pattern of certain kinds of choices would be fun, and NPC reactions to a habitual set of heartless decisions would be fun (e.g. goody two shoes players get bright/light dyes for certain achievements, evil toons receive dark/bloody dyes for choosing alternative actions).
I also find it weird that I've repeatedly pick pocketed and murdered citizens for motif drops in Morrowind, but Vivec is totally cool with that and treats me like a hero. On the other hand, Sithis demanded it. What're ya gonna do.

This sounds like a good idea on paper but in reality it'd be flawed such as in League of Legends people get a badge of honor next to their name if they get honored enough so people can see that they're an honorable player but on the Korean server players "honor" bad players so people will know to avoid them when they see them.
There isn't really much you could do to create a system like this and not have it be abused whether it's enforced by players or an algorithm unless A LOT of resources and planning went into it and I highly doubt ZOS is going to put that much effort into a reputation system.
Seriously a biased poll. This system just sounds like an incredibly biased system where if you have a group of friends or you’re a streamer you can simply lower some random’s reputation by a whole lot. Your unwillingness to provide an unbiased poll suggests that you yourself knows the negative consequences and unpopularity of your own suggestion while still desiring it for your own purposes.

The other bad thing about your idea is that it would mark people with a big scarlet letter, which doesn't give them much incentive to change their behavior. We don't need some stupid system that basically promulgates preconceptions about players before they even say anything to anyone.
I know, I know, you want to believe that people would be rational in the face of running into a player who is labeled as "not trusted", and people would give them a chance despite their nature, but I really think you're just naive or have a deep rooted desire to micromanage the world around you in the most efficient way possible.

Why did you post your poll if you weren't ready to debate your ideas. Don't propose massively controversial changes to major aspects of the game if you're not ready for people to tell you why they think it's a bad idea.
As a matter of record: not including a "no" response in your polls is a very biased approach. It literally defeats the purpose of a poll. No, it is not the same as "no response", which could mean that people simply never clicked on your thread and have no idea what you're poll is about.
