Think I had seen something similar on the reddit once. But instead of removing level the gear can be upgraded continuously to max level. The poster also mentioned giving each crafting material different traits instead. Lvl 160 set made with steel will give slight boost to damage, oricalcum gives slight defense boost etc.

Zos came up with the incredible idea of One Tamriel a couple of years back.
However I think there is a few things they could work towards changing now.
The idea I have would be for them to remove equipment level which is currently maxed at CP160
What if armour and weapons didn't require a level? Surely this would be better for new player's who would want to farm their new sets as soon as possible.
Suddenly making training gear seems worth turning gold now as all your new characters can use it from level 1 to CP810
It would also mean people that are low level would also be able to farm with high level players and all the drops would be relevant.
Suddenly farming set peace's can now be done with new and old players alike.
Doing vet dungeons would still require you to be a certain level to unlock them but now it would mean farming a dungeon with your friend who is only CP105 no longer seems pointless as he could now trade you the peace's that you need.
You may ask what would happen to all the ore types, well I have come up with an idea for that too.
Each ore type would be used for different styles of clothing and weapons, or could even be used to make different types of furniture items.
You could make different types of ores spawn in different parts of the world, making farming your nods more specific to what you need.
This would go for wood and leather nods too.

Oh man... Advanced crafting system where you can combine materials to upgrade not only gear qualitty but also it's traits and stats? Where do I need to sign? And yup, upgrading gear levels should be a thing. There is so many posibilities in this..
