[SOLVED] Cant find next mages guild quest

NEVERMIND! I just needed to visit the correct mages guild in the right city... duh!
I haven't done the mages guild quest in a long while and I cant remember where I go to. I go to the mages guild but there are no mages quests there. Valaste is not there, nor is Shalidor. I dont have any mages guild quest in my journal.. I read that maybe it is because I need to level my mages quild rank by reading lorebooks. So I read lorebooks until I advanced from lvl4 to 5. Nothing changed however, cant find any mages guild quest.
What do I do now, how do I advance the mages guild questline?

✭✭✭I seem to recall that the Mage's Guild quest rotates around Tamriel so you have to go to another zone and then the messenger will come find you outside that zone's guild hall.0
