While this would be a step in the right direction, it wouldn't solve the problem that you've mentioned. To actually solve that problem, faction lock as it currently stands has to completely go.
The reason why fights are now almost always one-sided is because there's just no opposition to push back and resist the zergs. There's no opposition, because faction locks killed it, because players actually cannot jump over to losing factions to find fights that otherwise wouldn't exist, because they're stuck on the winning faction. Until faction locks go, people will always be stuck on their respective factions, which is often the winning faction.
And yes, there will always be opposition. A good portion of players just don't care about the campaign, they're there to solely participate in open world PvP, looking for some good fights, no matter the faction. Everyone being on the winning faction drives natural opposition away, so these people who are only looking for good fights will jump over and artificially create opposition for the winning faction.
Faction locks stop these people from being able to jump over, and so the artificial opposition also stops, alongside natural opposition. Ergo, one-sided fights.

Faction lock was introduced specifically to stop players jumping from one faction to another during a campaign as it was clear players were doing this to cheat the campaigns and the other players.
Your ‘solution’ is to return to the days of the same players flipping factions for their own personal gain.
If it’s just the same players playing with different shirts on, nothing has really changed. Cyrodiil is still as dead as it was before they flipped over, the map’s just a different colour.

If it's between catching a few exploiters versus having the game be fun for everyone, I choose having the game be fun for everyone. All faction locks have done so far is lock players out of characters (entirely so on PC NA, since the only active campaign is Kaal), prevent friends from playing with each other, and killed the map due to the lack of opposition.
And no, something has changed. If I play mostly DC, and DC is dominating, which has pushed AD and EP away, I can't jump over to an AD or EP to actually play some PvP, because nobody is fighting against the faction I'm locked into. That leaves me with PvDooring with the occasional fight or two (which doesn't last long once the zerg catches the remaining AD and EP, and soon they also jump out of Cyro), which basically means I can't actually do the things I enjoy. Do we really want this to be the case, just to stop a few exploiters?

Factions in campaigns were locked in the beginning and unlocked later.
And removing the faction from a character so you can play any one in a campaign is the same as removing faction lock so you are the one clouding the issue.

It´s dead because most people don´t care and will simply play where they think the majority of others will play, regarding of faction locks or not. Adding that changing home campaign costing 100k AP doesn´t help either.
The 7 day (now 30 day unlocked) has always been rather empty (aside from maybe the weekends) since it was introduced. So it obviously has nothing to do with faction locks.

I think it would be a very good move for zos to remove the "faction" assigned to characters. This would allow people to play all of thier toons for the faction the chose instead of just the few they may have on that specific faction.
It would be nothing but a positive step in the right direction.

Before tam1 you couldn't play for more then 1 alliance in the same campaign they made it back to the original BASE GAME 3 Alliance War because of cheating, what your asking them to do again lol cant you just stop this alliance hooping bs and earn your AP like an warrior not an coward fighting NPC'S rolling the map 3xs + an day hell i have over 60 million AP i have nothing i can nor need to buy as it is and NO i dont Alliance hoop i lock in 1 toon to the ALLIANCE i want to support that month and FIGHT win lose or draw out NUMBERED or over popped but then again am 1 of the last TRUE SOLO players in pvp fyi even when groups invite me because i might of helped get an keep i REFUSE THEM and move on to what i want to do might try it you'll find alot of fights mostly out NUMBERED but hey killing 4-6 of 20 is still fun 😆 😆 😆

Two years ago this would never have been a problem because the campaign would have been populated.
Now though with the only populated campaign being locked I think quality of life improvements like this make sense
