Is werewolf quest still bugged?

Read some old stuff on it, but nothing recent

Got bitten. Went to Hircine's joint. Problems:
  1. Only thing that spawned for me was a troll.
  2. I got no werewolf skills on my bar
  3. Entering and leaving did nothing, repeatedly
  4. Removing all costume/outfits did nothing
  5. I saw my pack feeding, but got no prompt no matter how I waggled around
  6. Pack eventually left

... Solutions? Suggestions? Really damn frustrated at this point.

    OK, dropped quest, no costume, no outfit, redid ... Troll still only thing that spawned, but I got werewolf skills this time and it completed so ... yay? =/
