Looking at a few maps of Tamriel, it looks like the central region is mostly arid and mountainous with low to no population. Might be called "Hellfire Land" but the map is a little blurry and hard to read.

The central region should be, by far, the most dense and folliage heavy area. A jungle, through and through.
It would feature the city of Torval (the city Gharesh-Ri is Lord of), which is basically Elsweyr Vatican. The most important religious site.
My guess is that the devs didn't want to add it, because it wouldn't mesh well with the dragon storyline, since that one is more related to old myths and religion, rather than the modern religion of khajiit that is led from Torval.
It will likely be a while until we see it.

Even with scaling, the devs could have simply made Northern Elsweyr's map outline extend a bit further to the south and no one would have really been non the wiser.
It won't be, ZOS never promised the entire Province. We're honestly lucky we get TWO adventure zones in the same Province back to back. Bethesda has never done anything concerning the Khajiit until now with ZOS giving us all this content in the same year.
