Maul - based off your armor, not enemy - gives 5k+ pen.
Lover - gives ~3k pen
Sharpened - gives 2.5k pen
That right here is ~11k
Now add minor/major fracture/breach that's an additional 2.5/5.5k
Now totaling ~16-17k.
Remove maul you're at 11-12k.
Add CP into this (not super value) +2-5k.
This is something that can be done by any class/gear. It's an addition, not focused on your sets.

This is wrong. It is just a UI error. The game reports to add-ons that it is 10/20% your armor but it is actually the armor of your enemies. Read more here-
