For what content? And also Fortified Brass is receiving a heavy nerf next patch, about 2k less resistance on the 5th piece or more. I forget the exact number. Not really sure why tbh, didn’t seem like it was over performing. But definitely something to keep in mind.

Depends what you need it for, those two crafted sets are a good choice if you want higher resistances on a light or medium armor build.

ok so what changes are made that make armor master not as atttractive? shuffle immovable and annulment dont proc this set even though the set description would seem to indicate that they do?

up to 11094 based on missing health. does it's base bonus start at 0 for fuill health or does it start higher than that for full health?
Pariah tends to be overkill in PVE though, your tank should rarely be losing enough health to make use of the 5th bonus, if you have an average healer in the group its a wasted bonus. Better to use a different set that benefits the group.

Leeching Plate is better than both since it gives you insane health sustain. Just use it with Ebon and Lord Warden monster set which support both you and your group and you can tank pretty much anything with a decent group.

I would not touch either for PvE. The tanks clearing the most challenging content are not trying to get their builds to the resistance cap. As such why bother with the rest of the PvE content in the game.
For leveling, as OP is looking for go with sets that give you damage/sustain as you level up. It really is not that important. It is best to level up being able to do damage than to level up as a tank. If you are wanting to tank dungeons to level up then go with sets that give you max health.
