HA ressources generation bug?

I'm wearing Heavy gear and restoration staff back bar and desto staff main bar.
The ressources generated from HA with destro staff are the same when using the restoration staff (~15% of my max magicka).
I seems that this passive Cycle of Life (https://eso-skillbook.com/skill/cycle-of-life) do not stack with Heavy armor passive Revitalize (https://eso-skillbook.com/skill/revitalize).
Is this a bug ? anybody tested it or can test to confirme?
