SWTOR's periodic casino event (which is generally quite popular because of the interesting rewards) is nothing compared to the entire mini-game and lottery ticket zone in FFXIV.
It's out there. It just has to be done "right".
Last time I checked that in SWTOR, and the time before, it was fairly empty. It may have been populate when the first added it but the interests waned into something pretty sad.

I got mine from the fruit machine at the local bingo hall. It was a bit strage. By the age of 2, she started speaking Spanish and just wandered off. I sometimes wonder what has become of her.

That being said I'm sure you or someone could craft an add-on, which probably wouldn't tie into player wallets, but you can slip any old casino JPEG you want into a house or as part of a user interface. Someone made a chess game add-on a long time ago.
