Yeah, it's a poorly thought out and implemented system. They should simply add availability to a single station - not require multiple stations.
There isn't enough space in housing as it is, even without flooding them with multiple stations.

This is intentional, I think. It might just be my tinfoil hat talking, but if you run out of room, you might be more inclined to get another house to decorate. Either spending more time grinding gold or outright spending real money to purchase and decorate it being the ultimate goal.

You have attunable blacksmithing set 1, attunable blacksmithing Set 2 and attunable blacksmithing Set 3 stations in your house. You buy SPECIAL attunable Blacksmithing station. There you can simply select which set you would like to craft from the 3 above sets already available in that specific house, allowing you to craft all blacksmithing sets available in one place. Or it could contain up to a number of sets like 10 instead of 1. Writ price should rise accordingly for those stations.
Or you upgrade your special attunable blacksmithing station with individual attunable blacksmithing stations. thus instead of having 4 items you will only have one.
Extra. There should be a zone wide blacksmithing station where you may craft all craftable sets of that specific zone into one place. In order to do that you need to buy the ZONE blacksmithing station and it should be updated autmatically as you discover that specific zone crafting stations.
OR as you unlock a specific zone crafting stations, you should be able to craft those sets straight from the specific towns crafting stations.

Given their track record, I’d be afraid it gets messed up trying to combine them, with a lot of gold mats getting wasted due to a bug.

And how is having them all in one not a luxury?
This is a fantastic idea! Maybe just keep the cost of each attunable upgrade (in the form of an attuning "stone" or something) the same and continue to allow it to be purchased from the writ vendor, just to keep things consistent. Visiting the crafting station and touching your stone to it would absorb the style so you can go back to your own single station and "imprint" it with the new style.
It would be great but probably a separate item at Zos priced the current tables with the idea that we would by multiple.
So there is the issue. Are you willing to start all over again if they did add a single table that you could attune to as many craftable sets as you desired and were willing to purchase a stone for it?
