Video Card and FPS

    Hi folks,

Adding my two cents here since I'm also experiencing low fps.

    My rig:

    Intel i5 2500k OC'ed to 4 Ghz.
    GTX 770. No OC.
16 GB corsair RAM at 1600 hz
Asrock Extreme 3 gen 3 motherboard.
    Corsair AX860i PSU
x2 OCZ 60 GB SSDs in raid 0.

    Windows 7 64 bit.

Running no other programs at all, (closing even Google chrome and steam, everything) I get about 40-45 ish in Daggerfall. I get about 50-60 in the wild, which is playable, but in Cyrodil and major cities my fps is far lower than I expect it to be on a computer like this.

I run everything at maximum, with Vsync off. Reinstalled drivers using safemode and a removal tool, back to the beta 337.50 Nvidia drivers. Shadowplay is off, just in-case that was related.

Worth noting that my CPU and GPU are barely being used to half of their capacity. I took a video to demonstrate, forgive the low quality, my phone's camera is poor. (Ignore the GPU meter shader clock speed, it never displayed it accurately).

This issue seems to me to be related towards the game not properly using all available hardware power. I'd wager those who have consistent fps are at full or near to full capacity on their GPUs.

My system isn't even as good as yours and I'm only getting slightly less fps than you.

My GPU and CPU usage is also very low.

In the world I get 60-70 fps and in towns I get as low as 30 fps. All graphic settings on High, 1920 resolution, no Vsync.

Pvp in Cyrodiil is barely playable as I get 20 fps as soon as 30 people come together in one spot.

My CPU and GPU aren't being used at max performance.

Yes, I did reinstall the drivers and Geforce Experience apparently "optimizes" the game by setting the graphics on Ultra-High, not lower.

You know this is the same *** I quit Rift over: *** optimization giving bad performance in the game even though the machine is capable of way more. Seeing the same happening again.

Thanks for the post. Besides having the correct hardware there does seem to be a problem with the game it self. I have asked around and have had people with similar specs have different FPS. I wish we could get an update from the developer side.

The low % of CPU utilization is because the game does not use all the cores on the CPU.

So the game leans heavily on single core performance. That is a area were AMD is not very good in. Intel scores a bit higher on single thread performance.
But it sucks for all of us because we want the game to make good use of our hardware.

The FPS wont go up because the game is stuck on the CPU bottleneck.

I have tested monitoring all cores, and its not even pegging that one core all the time.

So the answer-was it worth it?
Barely, but still happy. This is what I have come up with for GPU and game settings based off experience and hours of research. Don't forget that a POS CPU will still bring you down.
    Ultra settings-gtx 780 ti
High settings-R9 270/x (go with the "x" version if you can)
Medium settings-gtx 550 ti ( I would try to at least make it to the 600 series)
Anything lower I don't know and you'll probably have to turn things way down.
Anyone who doesn't agree with these statements please add your own information in detail so that the community can benefit. Thanks everyone!
@Claym0r3 if you want to party up :D

You do not need a 780ti to max out this game. Not even close. Unless you're trying to play in 1440p or higher. For 1080p, the most you would ever need to completely max out this game is a 760ti, or the HD7870/R9-270x on the AMD side. Not saying that the 780ti is a bad investment, if you are using super high resolutions (1440p or higher) you will need it, and it is also really nice if you are playing super-GPU intensive games like Crysis 3. At 3940x2160, even the 780ti isn't enough, you generally need at least two of them to get playable framerates at that resolution (sometimes 3-4 depending on how GPU intensive the game is). I know someone who has a rig with 4 Titans and even it can't handle Crysis 3 on ultra at 3940x2160.

FIXED! The problem isn't with the game or your hardware BUT with your power settings. Go to your power options and change it from balanced to high performance. What this does is change CPU core parking (for most systems). Just change it and check out your new FPS.
    OR
If your system doesn't fix it that way there is a program called Park Control. BUT if you don't know what you are doing you could mess up your computer.

Also take a look at these. Be careful to read though. Only works for certain CPU and OS.

All high, but intended to disable some settings like depth of field and blur and something related to a lot more detailed shadow (just because i will can't tell the difference anyways)

in dungeons not moving i could reach 100fps,
    typical questing 45-60.
towns, 32-55 or something like that, either way I am impressed. but I wish I could have stabilized at around 70 on typical questing cause... you know... OCD and all that crap.

Long as you don't drop below 30 you won't see much of a difference. The reason people want high regular frames is because it drops by a lot when you go into PvP.

I have a hex core cpu @3ghz (can't recall model)
    GTX 780 2GB
    16 GB RAM
    SSD

I have been optimized by GF exp at all max settings full 100 view distance and I get consistently 45-60 fps, but usually in the low 50s

So I have been able to get VERY MINOR increases even after:
    Upgrading GPU (OC)
    Changing power settings
    Disabling CPU core parking
    Software optimization
    Microsoft patch for OS/CPU cores
None of my hardware is even maxed. I think only a game patch could help this.

i have a sapphire r9 280x 3gb graphics card with 8 core liquid cooled cpu 24 gig of ram 800w psu running eyefinity on 3 23 inch monitors at res 5760 x1080 i can play battlefieald 4 on ultra and get nothing below 60fps and highs of 100fps yet on eso i get 30fps and drops as low as 15 sometimes anyone else have this problem with this card ?
    Meh!

Well, you can notice a difference. Even though your eyes take in around 20 odd FPS, that doesn't mean that watching something that has 30 FPS isn't going to make a difference from watching 40 FPS. Reason behind it is motion blur. In real life wagging your finger you'll see a fluid blur whereas filming your finger wagging on a high FPS camera and watching playback you'll still notice the framed pictures instead of fluid motion.

Thought I would add on after coming back. So it seems like some AMD processors that use Bulldozer architecture have a hard time processing video content. However they are great for overclocking- if your thinking about it then do your research because your computer could get very HOT and heat sink adhesive could fail. This will probably help anywhere from 5-10 frames. Other things that seem to help are changing your power options from balanced to high and use a program called "Park Control" to stop your cores from parking.
(This is for AMD processors, most Intel products have good microarchitecture and shouldn't need any tweaks. Also don't turn this thread into an Intel vs AMD thread.)

Okay now on to video cards. I upgraded from a 550 ti to a R9 270 2G OC card and noticed some difference. After Over clocking it I noticed a big difference, 20 frames at least. I also noticed that my GPU load was around 95% and after the OC it dropped to about 80%. My conclusion is that the game is extremely GPU heavy.

    My Specs:
    Windows 7
FX-6120 (I think that a small upgrade to 6300 would make a big difference)
    R9 270 2G OC
    6G RAM

    Frames:
    Dungeon Solo: 90+
    Dungeon Multi: 45+
    Open World: 60+
    In Town:~38
Loading new area it dips to 20 for 2 seconds
PvP I haven't tested but I would assume that it wouldn't dip lower then 35
