Master Resto as far as PVE goes became mildly OP; especially in a group with mostly Stam DDs.
You spam it 3 times, gives like 2.2k Stam back. Effectively it got stronger by returning more Stam. Sure it's a little less healing because they removed the stack, but it gives healers another way to use their own resources to provide a resource to the group, which is way more important.

So you think the initial tick is still worth it? I would not disagree that it was op in a Stam group, I would run it in a small man vigor ball group sometimes me being the lone blocktard healer and it was great. I just felt from my limited pve experience it took a big hit and a huge one pvp

As I said, PVE definitely still uses it for Stam spam. I don't know *** about PVP unfortunately.
Consider that making it an over time effect would mean people have to stay in it, so it limits movement. And generally one big return of resources (as they would lower numbers for over time) that you can give as many times as you want (theoretically) is much stronger as over time, as the latter again makes it limited. By being first tick, it basically just becomes a matter of how many times your healer can offer it. They can place it in a way that follows a moving group, and the HOT is still always there.

So I'm getting a little bored with PvP, cyro is a lag fest crap show, and spend all my time in ic or bgs, I thought about trying to heal some end game stuff since I'm somehow oddly pathetic at dps, best I've done is 35k on my magnb like 2 patches ago.
Is this something that the healers will do? One runs the asylum one runs the master? And how does vma work into pve end game

The Blackrose Resto is very nice for PvP small man, @OG_Kaveman ... I think you’re forgetting there are other content types than just PvE Trials.
