Your target has to not only avoid the stun and direct hit, but also use those few seconds before to avoid being stunned early, and therefore meteored. Either way, it drains their stamina and deals AoE DoT. Great for killing snipers above you in Cyrodiil keeps. More experienced players & duelers, less so
They recently added the same circle indicator as Meteor to Valkyn Skoria procs, so it doesn't seem like it's going anywhere. Without this, players using addons for incoming damage notifications are at more of an advantage

Works only if your target is low on stam, otherwise there's plenty of time to break free between getting stunned and the meteor impact.

You can't animation cancel an ultimate with a skill. The priority list is
light attack -> skill -> ultimate -> block/dodge/weapon swap.
For Meteor to hit, you need an unblockable CC, which is somewhat hard to come by. Fear and Fossilize work best, but you have to be close and they deal no damage. Streak is sometimes messy to use and you can't follow up due to the required turnaround. But it deals some damage. Rune Cage is completely incompatible since the delay change. Meteor will hit before Cage, so your enemy can just block Met and then eat a no-damage CC or even dodge it. Turn Undead is a stamina skill.
Compare that to Dawnbreaker, which is instant with high damage and stun, therefore very reliable and uncomplicated, and it's easy to see why magsorcs preferred the magical Dawnbreaker over Meteor back then.
