All of this looks like part of outfit.If you have access to the Taesci Motif, or know someone who can craft it, the light shoulders look like Arm Bands. I dont remember which of the Outlaw or Thieves or Dark Brotherhood or similar motifs have the same unobtrusive shoulder, but one of them does.

I'm not aware of any "shoulderpads" existing in this game.
There are, however, many armors that incorporate spaulders or pauldrons as a design element. This isn't surprising, considering historical armors in our world used these to protect the shoulders of combatants. The styles designed for this game in general give a nod to historical armor designs. This is seen not just with the inclusion of spaulders and pauldrons, but also with couters, poleyns, tassets, rerebracers, and more. With close to 100 styles in the game, there is plenty of variety to be had on all of these elements. You can find shoulder styles that are small to bulky, and even ones that are more like shawls. If you do not like pauldrons, use a shawl.

Hide armor (excluding legs and chest) is one of the most requested changes, alongside a 1h & Rune skill line and less massive nerfs. We know its 100% possible because the functionality was seen on the dev server during the Morrowind update. For some reason ZoS has refused to allow it, and neglected to comment on it.

I mean, the suits in charge certainly won't send a code-jockey to spend their paid time programming the hide function for all outfit slots without wanting to see some profit, right?

As for the lore... well, I already said it. "Invisible Armor". Enchanting your sturdy armor with an invisibility spell, to lure your foe into a false sense of security...

There's a Dev Build in the ZOS office somewhere that actually has Hide options for every armor slot in the Outfit Station. This build is like, two years old now, it was caught during an ESO Live back with Morrowind I believe, but they never moved it to Live, and no one can understand why. Maybe they thought letting players hide everything and play in their undies was too much?

There's no evidence of anything but a generic UI support in the Outfit station. The code behind it to actually do the slot suppression may not exist. The icons were essentially the standard ones, with an overlay, so that part would "work" on its own. But if disguise, and polymorphs etc. can work, then why can't any slot use the same logic as the helmet? If it doesn't yet exist, it shouldn't be hard to do.
