The nerf to the Master's Restoration Staff, why it doesn't make sense, and what should be done

The Change
Old effect: Grant 740 Stamina to allies hit by the initial heal of Grand Healing
New effect: The initial heal of Grand Healing will restore 100 Magicka and Stamina to allies every second for 4 seconds

Why it Doesn't Make Sense
The new effect makes little sense for three reasons:
1) It contradicts what the combat team were initially trying to accomplish by removing the ability for springs to stack: Preventing springs spam. By removing the ability for springs to stack it discouraged spamming the skill. However, since the previous effect for the Master's Restoration Staff only granted stamina on the initial tick it still encouraged springs spam for the stamina return. The new effect does not discourage springs spam, nor does it synergize well with the skill.
2) It does not synergize well with the skill itself. The new effect only provides magicka/stamina return for allies who were hit by the initial tick, and the resource return only lasts for 4 seconds. This is problematic as it does not synergize well with the skill at all. Illustrious Healing lasts for 12 seconds and Healing Springs lasts for 8 seconds. In order to maintain the resource return (outside of spamming the skill) it would require reapplying it every 4 seconds. This simply does not make sense. Take the Maelstrom Destruction staff for example: The Maelstrom Destro adds 1341 damage to your light/heavy attacks to enemies within your Wall of Elements. That effect lasts for the FULL duration of WoE. Not 4 seconds. The effect for the Maelstrom Destro synergizes well with the skill which it buffs.
3) It is a major nerf to the amount of resources returned. Previously, the Master's Resto Staff provided 740 stamina immediately, but now to reach that same amount of return it will take nearly 8 seconds. What previously granted 740 stamina in 1 second will now take 8 seconds. That is simply an unnecessarily significant nerf. I understand that now it grants both magicka and stamina, but the nerf still seems too much to justify.

What should be done?
The Master's Restoration Staff should behave similar to the Maelstrom Destruction Staff: Rather than only returning resources for 4 seconds to allies hit by the initial tick, it should provide 100 magicka/stamina to allies hit by any tick of Grand Healing for the full duration of the skill. This would discourage spamming it for resources (since spamming it would not increase the resource return) and it would synergize well with the skill in which it buffs (due to it lasting for the full duration of the skill rather than only 4 seconds). So this is how the set ought to function:

Old effect: Grant 740 Stamina to allies hit by the initial heal of Grand Healing
New effect: Grant 100 Magicka and Stamina to allies every time they are healed by Grand Healing

    Totally agree with the fact that duration of restore should align with the duration of the skill. And it should encourage proper stacks.

    Also given the increased cost and reduced damage of skills it should restore 200 of each per tick.

    I agree that returning 200 of each resource would be even more ideal since it previously returned over 700 stamina in a single tick. It would also encourage players to properly stack if they want the maximum amount of resource return since the healers won't be spamming it.

    Nope just nurff it to the ground i mean hell vma restoration is every other vma drop so not hard to get why make it fell so special lol oh because we had to achieve without a group so therefore it doesn't matter no more huh because this game single play progression and payout for the things that we do doesn't compare to all the stuff that sit behind Group Play for the game when we go out and complish the stuff that's needed to be able to join the groups because of the rules and regulations that are set upon them you guys just find a way to destroy it and keep us all just grinding for something new every 3 months it's respekt re gear and re learn how to play the new version of the game for 3 months before it changes up again it old stop KILL IT and FIX IT lil chunks not whole limbs should be cut off or something but no you guys just butcher it into nothing I mean what could have been a 5% decrease becomes a 50% decrease and what can be a turn down to something is just complete removal of it which affects the game so dramatically that you guys don't even understand how people don't want to continue to follow down this path
