That BA and Grim Focus are far to similar is a given. And I personally would have prefered a stam curse to avoid this "armaments is overloaded, please nerf" discussion entirely. Now it is what it is.

With all the salt flowing about the lates patch notes and the earlier NB nerfs, don't forget that Grim Focus brings much to the table too, even more if you count class passives to it.

E: to add to that, I generally think Zos should be more carefully with their balance changes and their words about it. I'm salty too about the reasoning of the old Path of Darkness nerf when I see what Templars can lay on the ground.
