    i mean i rly dont understand this cost increase for n ability that do now less damage since last patch.

    Because of how they treat AoE DoTs as of this patch.
    Same damage as single target, but at higher cost to ensure the AoEs are not always better than their single target counterparts. It's right there in the patch notes and all classes / skill lines are affected by it.

    if your playing pve surely lightening splash wont be useable as pve skill at 4950/66% more cost for for 2 seconds more but 33% less damage . another unpopular patch coming up. was pve to much of a walk over?
