Is the next dlc dragonhold free?

Because if for some quests that i'll finish in 1 day or maybe too i still don't get why this dlc is better than what we got before.
It’s a small adventure zone like murkmire. Pretty typical of zeni’s release schedule. Dungeon dlc, expansion, dungeon dlc, adventure zone dlc. I don’t know why you’d expect anything for free.
Problem is it'll be 1st time since game release where they did not include any additional game end content in 4th quater of the year basically leaving people interrested in participating in that part of the game with nothing for next few months around end of the year when many people likes to spend more time in the game.

This is true, but DB released in may of '16 so the guy made a point to specify 4th quarter in the quoted post so that he can gloss over the fact that there is a precedent for zone dlc without anything for endgame. Whiners just want to whine and will find ways to rationalise & justify it.
Even if I wouldnt make a point of 4th quater of the year DB still added to the game something more then just story. New guild skill line , posion making , and option to murder NPCs. That's not much but still more then nothing.
There is no whinig here it's stating the facts. And fact is also that up to this date 4th quater updates were always having some content for people to participate other then story. Dragonhold wont. Simple facts. It looks like only person that whines here is You when You're trying to say that others are whining.
I'm not sure that ZOS already told us about every feature in the update. If they did, there is one more thing you can consider a feature: the performance fixes.
Performance fixes are coming in the Update, not the DLC.
I highly doubt that team responsible for creating PvE game end content suddenly was ordered to leave what they're doing and start improving performance. It's not like You can move group of people responsible for certain part of the game to completly different task they're not familiar with.3 -

However, it SHOULD be free because its part of Elsweyr, which they *censored* from us, splitting the "Elsweyr" chapter in two. Imagine if Morrowind was split into two DLCs: Northern Vvardenfell and Southern Vvardenfell. That's what they're doing with Elsweyr. - Bring back purge cloak. But I guess the new heal cloak is more beneficial. Hmmm....
- MAKE IMPERIAL CITY GREAT AGAIN, BRING BACK THOSE INCREDIBLE DAYS. My best experiences in ESO where in there!
- Return Stam builds to the power we held in One Tamriel. Long Live Stamina builds!
- Put Magplar and MagDK into their place. Magpsorc is a hopeless case.
- Is there any chance that we could get an Ebonheart Pact nerf? #CullingTheHerds .
