combination of
a) limitations of the engine
b) resource cost vs benefit to program something like this into the game... animations take a loooooooong time to program and perfect - usually not something that is done just because its "nice to have"
always remember that mmo development doesnt happen in a vacuum - if they use resources for new animations they cant use it on new content...
You forgot to mention the best oneThey see you rummaging in your bag. (...) You don't see yourself doing any of these animations, but others do.
If you play Murkmire you’ll get a hook shot for ledges in the zone. They expanded the “hiding basket” outside of the dlc where they originally appeared, maybe they’ll add some hook shot stuff to future areas.

So much fun! It felt remarkably reminiscent of Zelda mechanics. Kind of funny to have a nostalgia trip in a game not actually related to the original experience.

When riding a horse, most of the time you see yourself riding a horse... but other players sometimes see you as "humping the ground" without any horse being present
Also a similar situation exists with the "sprinting on top of your mount" bug.

Bethesda doesn't know how to code ladders so maybe that has something to do with it.
I know this is not Bethesda, but if Bethesda can't, what makes you think ZoS can?
