Same exact thing happened during the 5th anniversary event, with "elite PvPers" setting up siege in quest giver locations.If they are up on the platform they are small people in real life looking for an ego boost to make them feel better.

How many regular PvPers exist? A few hundred, maybe around a thousand at most, if we're being optimistic about it?
And how many PvE players does ESO have? Millions.
The issue here isn't ganking.
The faction bases were designed to have an exit on a platform that can be attacked from, but is not supposed to be accessible from the ground. This is different than a regular blue safe zone because it's intended to give those exiting a base an advantage over people camping the exit -- much like a keep wall.
That mechanic is not working as intended because gap closers are currently able to access that platform when they're not supposed to be able to. I would guess it's a mistake related to the changes made to how gap closers function not too long ago.
This has happened before after changes made to gap closers allowed players to access areas they were not intended to. A precedent was set then that exploiting that bug could result in action taken on one's account. It should also apply here.

And then there are the many many randoms I don't recognize, probably PvEers grinding for warhorn and/or geodes.
OTOH, I see lots and lots of players in PvE... which is split into shards (is that the right term?) and so we only see a fraction of the real population per zone.

Its an important distinction, because every so often we get clueless players trying to report PVPers for totally legitimate ganking, or acting like regular ganking is a henious playstyle that they shouldnt have to face in PVP. That's why you see a number of posters, including myself, saying "Ganking is normal in PVP. Deal with it. Ganking on those ledges is not normal in PVP. Exploiters suck."

All we PVE players want is a fair game. That's all we've ever wanted. We don't want a free ride either. We'd just like to play this pvp/pve area with players who display the same amount of skill we do.
Just a fair game, that's all we've ever wanted. One that challenges us but that is still an achievable goal.
Matchmaking, essentially.
Give us that and IC might yet be salvagable. And if that happens then maybe future pvp/pve modes could work.
But without it the majority of people won't enjoy and won't play IC, even if they did get it for free and it will go back to being the same niche content it used to be.

If they are below the platform, well they are playing the game. You will die in PvP.
What the PVE players are complaining about is the culture of curb-stomping "scrubs" in Imperial City. You can observe it happening. Extremelly experienced pvp players go out camping for newly arrived or low ranked enemies (usually staring pvp or pve ones) because they Know that they won't be able to be any challenge to them. These people even know the best places to gank down to an inch.
No one will ever admit it, not the devs and not even the PVP community, but what it is is exploiting and trolling. Because frankly, you don't get THAT good at camping and ganking by accident or by "just doing pvp".
But you know, we PVE players give it a shot but it's not fair and certainly not fun to be killed again and again and again by people you don't have a chance against even if there's four of you. And to be left feeling like crap after that.

I have only run the Imperial City Jail dungeon, but that is not a good choice because it takes quite a while to queue and is really intense and deadly for the pickup groups I get.
