Seriously these have completely ruined the flow of gameplay and have made many classes not fun to play for many players. They do not serve to promote good or engaging gameplay at all. I'm sure you have a patch coming soon and that would be a great time to revert the awful decision to add cast times to Ultimates.

I'm guessing those angry are upset they can no longer roll use DBoS + cloak in an instant, use two 2H and heavy + execution + DBoS at the same time (with all of them getting the damage bonus), roll -> cloak -> tether bomb, etc.
Noticing a trend a trend with those skills and how they were usable? All the other ults that were not touched already had a delay or did not allow you to do things like that. But reality is better ignored on the forums...
Most people still think ZOS does not play their own game or test things...

No counterplay dots? Trashplayer defends dots by shouting L2P!!!! while he means "pls dont take away my way to get kills.
No counterplay skills like fossilise, curse or streak? Trash players shouts L2P!!!! because he needs those skills to play the game. Trash l2p shouter just wants to press a button and not see his opponent do anything against it.
In reality when you learn to play the game you know when to expect an ult or when it is dangerous to get hit by one. Casttime defenders dont want or cant learn that...

My guess is that they love the cast times because when they get hit by ULTs they can’t recover. Maybe the L2P issue is with them...

Majority of the people celebrating cast times of ult are ranged magicka users and snipers, i.e who never had burst timed ultis in the first places and used meteor(which has a delay) or destro ult, and were the main victim of burst ults.
Now, stamblades, stamplars, stamsorcs and stamdens, the primary burst units are forced to deal with this delayed **** as well while they can dot, pew pew and meteor from range, while conveniently ignoring the fact that burst builds were the in-your-face builds, whose survival depends on how fast they burst down their enemies, instead of lollygagging after safety of distance.
Is it wrong to build for high burst 1-2 GCD kill playstyles? Most ranged mag players tend to believe so.
Here lies the idiological difference between two groups of PvPers.
The farmers, small scalers, gankers,1vXers and others who prefer low TTK and fast paced combat where a single mistake will kill you, which allows them to capitalize on the mistakes of others and punish them appropriately while relying on fast reactions, LoS and positioning awareness to survive. This playstyles requires very good mastery of your skillset and fast reactions to the point, you can use your skills without even thinking about it every time, relying on sheer muscle memory and instinct. Stamina builds, Melee magblade and select few yolo mag glass cannon builds fall in this category.
The other crowds consists of traditional RPG fans, who prefer a slower approach to combat with high TTK, where you can take your time to think, decide, act accordingly instead of relying chaining burst combos to wipe people out. These builds survive by building tanky af, playing at range and relying on your teammates and strength of numbers. Majority magicka builds and dot builds fall in this group.
None of them are necessarily bad, but at the same time are opposite hence all the issues of balancing in this game.

The main thing I'm hopping for is that after fixing servers and performance they will adjust many things in the game.

This seems like a huge stretch of the imagination. I would stick with the reason Zos gave for the change which I quoted and linked in my first post on page one of this thread.
Edit: And that which I quoted is the official statement from Zos which is essentially Matt's reply.

My point is that server lag in Cyrodil is the zerglings own doing.Only they can fix that.Maybe you could stop faction stacking.
