What is "burning effect"?

I have a dragonknight and one of it's class abilities in the Ardent flame tree is Kindling. It's description says "Increases the damage of burning effect applied by fire abilities by 33%".
What is this "burning effect"? I can't find information about it on any site. Is this simply one common name for the effect of all fire skills, meaning that every skill and damage of Ardent flame tree gets this buff?
With 2 points in this ability you get a 66% buff of this burning effect making it a huge improvement, which makes me doubt that it works on all flame damages. But on the other hand it implies that it is a DOT effect, so .... what does it really do?

Burning Effect is a DoT that you get a chance of applying to an enemy when you use a fire based attack, think of it as a bonus critical damage or something, it doesn't proc all the time, a % chance every time you use the fire attacks
Guild Master of Lost Prophecies, small group of friends playing in Ebonheart Pact, recruitment only accessible through playing with us and making a good impression.

Thank you. That explains a bit. :)
Where did you get his information? I've been trying to find something solid on this effect for the past few days and have begun to think there might be other such "hidden" mechanics I am not aware of.

What is it's % chance and damage?

The percentages change based on certain passives. A DK can get burning 100% of the time with kindling.

Yes, but how much is this damage? Is it big enough to justify me spending two points in "Kindling" passive or is it's damage so abysmal that no amount of points is going to make the damage worth investing in.

I can see how much damage every other skill does, why can't I see this piece of info about "burning effect".
