I have Cortana disabled. Also, what @Kel said. Unless the issues are experienced only by very few people, the prime suspect should be ZOS. Not your machine, not your add-ons, not your Internet connection. When entire groups get disconnected at the same time, when multiple people crash to the desktop at the same time, those are indications that the game code is at fault. As reported by Windows Latest, the new Windows 10 update is causing large CPU spikes (30-40%) for some users who have installed it. Some users are even reporting 90% CPU usage and you can see some of the reports here and here. This is reportedly due to a buggy version of Cortana shipped with the latest update and you will see SearchUI.exe taking up way too much of your CPU resources.
Cool...
Explains nothing about the rampant lag on console in relation to the servers, but eh....this is something.

The consoles aren't suitable for this game thats why. Since moved to Xbox One X, lag like 80% decreased, FPS drops only on major seige battles, crashes maybe 2 in the last 3 months.
The servers isn't the end of all means and the holy grail

That is 100% not true across the board. Your first statement is (Consoles really aren't built for this level of graphics intensity), but the rest is not. I have a One X, and while my FPS is better than many others, before the most recent patch, it was unplayable. The game would actually stutter almost to a stop any time I encountered an NPC or an environmental change, such as rain or snow. Cyrodil was a guaranteed disconnect any time I encountered more than two players at a time. If I was near a keep when it upgraded or downgraded, guaranteed load screen with frequent resultant disconnects. All this with fantastic internet (wired) and a top tier machine. Please don't dismiss the issues many players have been facing for a long time now. It's not helpful.
That being said, this patch has helped revert many of the issues last patch brought on, and it's playable again at least. The native lag is still there though.

I also have fibre-OP and a SSD...still get lag.
Glad you don't, truly. Still doesn't mean it doesn't exist.

You have it backwards, the game is not suitable for consoles if it is not optimized to run smoothly on the platform.

You can say its not the truth its my truth, who are you to say my own experience is not reality, I am on Xbox EU, PVE zones where a joke last patch but Cyro was fine no problem. I am on a direct fiber optic line, xbox one x, external SSD, really no major issues happy with the game, I can say many times people say they are playing a slide show, then for me the FPS is dropped but still in full control and knowing what is happening, so I am a happy camper, but you properly are now coming in to tell me that actually not true ether

I had the occasional lag here and there when Summerset came out, but that was mostly PVP or confined to HRC, and even then you could almost predict when it would hit as it was high traffic times (NA server). After Elsweyr, the game is a mess. All of those issues you listed I encounter on a regular basis.
Overland questing has become laggy. VMA is a nightmare. But the biggest offender is Sunspire. Its almost funny how many glitches you encounter in there, if you are one of the lucky people who are able to breach its impenetrable port in.
