Been getting this a lot too

Eh, if the health restore and resources return part is considered a heal, it seems that all heals are processed after damage with the exception of a few (like mutagen proc before that got removed, earthgore proc, and probably some other sets). The game has behaved this way since the patch before Elsweyr. Now add that in with the delay every ult seems to have, then add in the lag and it's a mess.

The skill also does not seem to have an "i-frame" like cloak or invis pot does (even though it should IMO; it's an ult for crying out loud) and you can still kill someone mid-transit. I know because I've done it a few times. The only way to prevent this is to use the skill after moving over a plane with varying degrees (slope or height), though that may itself be due to a bug...

All I can say is that when the game is laggy, better block and cast defensive skills/ult a little in advance because there is and almost certainly will be a delay , even though that effectively makes defensive ultimates and skills worthless compared to damage ones...
