DC directly opposes the necromancers of the Bloodthorn Cult and in the Alikr Desert, while Redguards are generally opposed to necromancy.
EP Dunmer are very willing to use necromancy on their enemies and on non-Dunmer, along with "its totally not necromancy" working with the spirits of their ancestors. Otherwise, EP fights the Worm Cult in the Rift.
AD has less direct opposition to necromancy, except for the really awkward attempt to raise Spoilery NPC from the dead, so Queen Ayrenn might not appreciate her Eye dabbling in the art.
I would say EP is the most likely, given that they are shown to be willing to use necromancy against enemies of the Pact. Followed by AD, and then last by DC, given that DC has the most cultural reasons to oppose necromancy shown in their questlines.

If you're a necromancy, you have to keep your practice a secret, regardless of which faction you are a member of.
