    Depends. Going by the base game...

    DC directly opposes the necromancers of the Bloodthorn Cult and in the Alikr Desert, while Redguards are generally opposed to necromancy.

    EP Dunmer are very willing to use necromancy on their enemies and on non-Dunmer, along with "its totally not necromancy" working with the spirits of their ancestors. Otherwise, EP fights the Worm Cult in the Rift.

    AD has less direct opposition to necromancy, except for the really awkward attempt to raise Spoilery NPC from the dead, so Queen Ayrenn might not appreciate her Eye dabbling in the art.


    I would say EP is the most likely, given that they are shown to be willing to use necromancy against enemies of the Pact. Followed by AD, and then last by DC, given that DC has the most cultural reasons to oppose necromancy shown in their questlines.

    There's probably a case for all of em.

    DC is what I'm leaning towards because of bretons.

    Bretons are a mix of honourable knights, assassins and mages out for their own gain. Necromancy is common in high rock and many bretons who become mages have a tendency to practice the dark arts for their own ends. They are the go to race for necromancy/conjuration.

    Orcs, while preferring to crush people with pure might, don't really have a problem with necromancy to my knowledge. I only really know the basics of orsimer lore so i could be wrong.

    Reguards are probably the least likely candidate for necromancy. They honour their dead so naturally, necromancy is looked down upon heavily in hammerfell.

    Now onto AD

    Altmer, while being more popular for elemental sorcery, can still have their fair share of outcasts and power hungry dark mages, just not on the same scale as bretons. The most powerful and famous necromancer in TES was an altmer so you can definitely make it work.

    I think khajiit are pretty chill on necromancy compared to redguards. They wouldn't appreciate a necro summoning an army of dead but they aren't that strict on necromancy as far as I'm aware. Again, don't know too much about khajiiti lore but thie is my basic knowledge on it.

    Bosmer literally eat the dead so i don't think they would judge you too much for practicing a bit of necromancy.

    Now EP

    You can make a case for nords. The dragon cult used necromancy but after the merethic era it kinda went underground. Modern nords ain't too keen on necromancy but given their history you can make it work.

    Most dunmer aren't too keen on necromancy either given their respect for their ancestors and it was banned in morrowind. However, the house of telvanni practiced necromancy but they, like every other dunmer, refused to use it on the bodies on dark elves. You can make a necro dunmer of the house telvanni and that would fit with lore.

    Argonians, like the redguards, take modern views on necromancy. They believe that the past should stay where it belongs and don't look kindly upon it being brought back. Bodies are pretty hard to bring back in black marsh anyway and while there have been some instances of necromancy, it is pretty rare and argonians aren't that welcoming of it.

    Finally, imperials. Obviously imperials aren't one of the three factions but i thought i would put it in any way. Imperials aren't strict on necromancy and it had even been publicly accepted and used in the past. The only time it was banned was in the first era under reman II but other than that it has been accepted within the province. Probably the most accepting province of necromancy come to think of it along with valenwood.

    So those are that is the basic rundown of necromancy with all 10 races. I think that thematically speaking, DC is the best bet. Citizens of high rock regard necromancy as despicable and necronancers are outcasts but besides that it has a lot of necromantic themes and they are pretty common in the province outside of cities. Orcs could be a pretty cool one to do. Orsimer necromancer sounds pretty cool to me. Only one where necromancy is looked down upon across 99% of the race is redguards because even criminals honour the fallen. High rock is the most thematically aligned with necromancy and bretons are the best candidate for the class.

    Other races have their fare share of outcasts too but where necromancy is concerned, bretons deal with it the most and high rock has that entire atmosphere going for it too. Playing a necromancer in summerset doesn't have the same feel to it as playing one in rivenspire. It's like in WoW, playing an undead in elywnn forest or a death knight in stranglethorn vale just doesn't feel the same as tirisfal glades or ice crown if you know what i mean. Things just thematically fit together and it's the same with necromancer.

    Not only is breton the go to for necromancy but you're going to be levelling in alliance zones any way so you may as well pick the one that fits most which is high rock. I know one tamriel lets you go anywhere but as a starting point, bretons, high rock and necromancy are all a part of a package so i would say DC fits the best.

    You can make any though and find a reason. Sorry for the long post.

    None of the races are tolerant of necromancy. A necromancer would not be welcome in any of the 3 alliances. This is why it took so long for the class to come out. It's hard to reconcile with the lore.

    If you're a necromancer, you have to keep your practice a secret, regardless of which faction you are a member of.

    Kind of surprised people are voting for the DC considering like 80% of their questline involved dealing with necromancy.

    Fun fact EP guys have to save a village from a DC necromancer. Yeah DC fight against some neccromancers, but only because they are against the crown. Human nature from breton really matches the use of necromancy.

    The DC questline revolves around necromancy bring this vile thing. It has nothing to do them being against the crown. Even the side quest in the DC zones are about how bad necromancy is and a lot of those are pretty removed from politics. Epically in the hammerfell zones where a redguard even associating with the undead results in exile from redguard society. The DC necromancer's in the EP storyline where either members of the wormcult or bloodthorns that infiltrated the DC or any example of some of their members going rouge. Either way they are outliners and aren't a good argument for necromancy fitting the DC. I mean necromancy is very prominate the dragon cult and dunmer society

    Not entirely true, because Dunmer are jerks. See, necromancy isn't entirely illegal if it's done on a human, beast race, or animals...

    Dunmer are also the only race we see using Necromancy positively in ESO's base game, as officers in the Pact Army use necromancy in the Rift as part of the effort to defeat the Reachmen.

    Now, it does stretch the imagination that Grandmaster Tanval Indoril would happily send a known mecromancer to speak to his ancestors about summoning Balreth, but ZOS didnt really think about that sort of thing when they introduced the Necromancer class.
