New PTS 5.1.2 Patch Notes say they have rewritten Guild History code to go from client-pull to server-push, which sounds to me like it will solve a number of problems (remember the temp fix where we set Guild Roster to lookup just ourselves?), permit future scaling, and perhaps give add-on authors the ability to make more robust products without worrying about server load. A server-side 'broadcast' of updates means the server load can be safely regulated.
It might be a very good thing... for which I can be patient
From the notes:
Changed the guild history update mechanism from client polling to server-initiated updates to help address performance issues. The history will update approximately once per minute.
Again, reserving judgement until I dig into the PTS. I haz questions!

So, otherwise, Twerking As Intended™ rather than working as intended.
Also, that bug thread was started by XBox but PS4 is checking in there as well, so it's noted.
