Disparity between food/drink tooltip and food/drink buff on character sheet?

Someone help me understand.
Multiple food and drink items list a certain amount of stat bonuses when you look at the food/drink item in your inventory, but when you look at the buff they apply in your character sheet the stat bonuses are lower. This is on my max level character. A lot of these food/drink items say they scale with level, so maybe that why? But I'm not really certain why the actual buff amount would be lower on a max level character. Can anyone explain this?
