Even at non prime time, with only two bars population for all factions, we can practically guarantee you will not be able to play a full 20 minutes without being disconnected. You can be standing still, alone in the middle of nowhere, and get a disconnect now.

Please, everyone, submit your error ticket when this happens. It sure doesn't seem like ZOS has any intention of addressing this issue, they appear to prefer to deny it's existence, but if you submit the report, they will at least have some data to work with and MAYBE do something about it.
