Probably in June 2020 with the next chapter like zos did with that one alinor costume which lots of people wanted

My guess the custome will also be for sale at halloween, at least i hope. I don't get why they don't want to cash in on the necromancer stuff. There were a lot of people coming to the game only because they announced necromancer. Well we will have to wait sadly.also known as Overlich.3
