1. Vigor single target healing output wasn't nerfed just changed. Infact it has slightly better HPS now. Stop saying about nerf since first of all buffing Vigor on PTS was just testing and was never on live.
2. Momentum shouldn't give a heal, like ever.
If anything Rally can have it's hot back.

Except you're forgetting that DoT's were also buffed alongside HoT's, so it still balances out. Vigor basically going back to what it was on live introduces imbalance, because the new Vigor won't be able to keep up with the buffed DoT's, especially since Momentum had its HoT removed.
