Firewall is blocking the request to https://patcher.elderscrollsonline.com.............
Reason appears to be an expired security certificate. Game client is trying to reach http:// instead of https:// and obviously a good firewall is going to block that request. If you have a 301 redirect, a good firewall will also block an expired cert.
