Is Random Overland Chest Equipment Loot Scaled to Character Level or Random?

Just had a post on ESOReddit that said they received a CP160 Armor of the Trainee from a Starter Zone Chest. They were on a <L50 Character.

I have always thought all kill/chest loot drops at character level since ZOS removed +/- Character Loot levels. Did something change again or is there a new Chest system?

    The loot is scaled to whoever clicks it first. So if a lvl 160+ clicks on the chest and leaves the loot in it, and a lvl <50 comes and then opens it, the loot will be lvl 160+.

    Yeah forgot about that, must have been the case.
