I showed it to a good friend who was an English Major and she read it the exact same way. For a new person it isn’t clear. I honestly don’t care if ZOS updates the wording but I’m telling you if you have a category and there is a sub bullet point for that category that says such and such is included then it’s extremely easy and logical for the reader to deduce that the subcategory is part of the parent category.

Your good friend read it wrong. The post is very clear that rewards are doubled. Maelstrom weapons are not rewarded for normal runs. If you make a vet run during the event you will get a double drop so the weapons are included in the double rewards. Nowhere does it even hint that the weapons might drop in a normal run.
