Yes, I did choose him to die in the final step. Not sure it had any game impact though. I am guessing you would still have the Elsewyr chain if you made a different choice and chose the Imperial (Sai?) instead.
It's leftovers from the old game. Before progress was tied to your level.

Sai is Redguard, Abnur is the Imperial.
Totally agreed. It's a shame, that main questline comes to such a state, and with each chapter it becomes less and less adequate from the narrative point of view. Also, as a player I think that throwing all possible quests into my face right from the start is a very unpleasant experience. AND to get to the next guildhall, which prevents those from becoming a rush! Mainstory... well, it would have been nice to do it like that too. The prophet tells you the reason actually. He's very weary from all the commotion and needs to rest. Additionally he needs to think and receive more visions. Thatr's why you need to leave him in peace, when he's ready he will magically contact you through hologram just like Princess Leia in Star Wars, except for obvious reason R2D2 can't be show in ESO (being a modern robot with electronics and such. Hmm, they could have made a dwemer construct though, couldnt they?).
Anyway, incidentally the prophet is ready for just as you reach the steps outside the Daggerfall south gate.

I could buy that if he rested, but it doesn't take that long for me to walk out the door....
Mages and Fighters have to be at level 5 to get the final quest and be sent off to Coldharbour.
Prophet will let you just grind out his schtick up to that point.
Not checked (yet) what happens if you just go to Coldharbour and do all the quests first (without speaking to Prophet/Mages/Fighters).
If that is possible, it would be why the Prophet still is outside the last bit with Meridia.
And, yeah, story is a big hot mess xD
