Is it as awful as it looks on paper?
Didn't have the option to test it on the PTS.

The cast times are pretty silly if you are used to canceling the animations.

In particular, lots of people swap-cancel Incap/Soul Harvest, which isn't possible now, and feels terribly clunky.

In cyrodiil lag, idt I'll notice the difference. in bgs and other less laggy conditions, there will be a noticeable difference

Yup it's as bad as it looks.

On the upside you can fake using a dawnbreaker (the animation plays but you cancel it so it doesn't consume ultimate). Should be funny to watch people panic like crazy on live.

Overload rework. Power Overload now does physical damage and grants you the power of a tornado: You throw a brick at the target with a light attack, and you hammer your head into that brick with every heavy attack. We have decreased its Ultimate cost, but increased the chance that you get stuck in the animation.

If you are really bad at the game/new, you'll love it. You will finally start understanding how you die in pvp.

If you have more than 10 hours worth of pvp experience, you'll hate it soooooo much

well, it is ugly but ppl will deal with it, since you cant animcut ult you'll have to anim-cut "the skill after the ult" in order to kill ppl.

if you were no pro at barswaping/bashing/rolldodging in the very ms you spamed your ult, well, you wont feel it much.

ppl around might have a better look on what's happening..

Haven't tested it yet, so I can't comment on the how it feels, but I don't mind it as a balancing tool. In a game without static cooldowns, cast times and animations are tools that can be used to gate the power of strong abilities. I can complain about ZOS's decision making all day, but I'm not going to fault them for taking the steps to ensure the balancing tools they use to gate strong abilities can't be bypassed.

That being said, I will fault them for waiting 5 years to finally enforce something like this. If they didn't want the animations for instant damage ults to be canceled (which is a reasonable stance), they should have addressed this awhile ago. It's not surprising that players are frustrated when they're basically being told they can't do something that has been supported for the game's lifespan.

It feels different from my experience. I think good players will adjust, and others will complain about how they can't.

I was able to reliably land these cast time ultimates on players. It's not as convenient as instant cast but it's not as ridiculous as some are saying.

Personally, it felt noticeably worse on Dawnbreaker than Onslaught.

Stronger players will adapt, but newer or weaker players won't be landing their Ultimates very often.

Sheesh, sure all you good players will have no problem. I'm old, lazy, not very well coordinated, have chronic eyestrain, easily discouraged and have rural dsl from Frontier.

Don't newer players generally not animation cancel their abilities?

This change is mostly going to affect those individuals using animation canceling (and those affected more detrimentally by latency than others).

Newer players weren't animation canceling any skills anyway so their gameplay experience is most likely unchanged.
