I may be wrong but I'm fairly sure I've seen players say they received drops on one account but not another. Assuming they are running both accounts from the same location, could it have to do with IP? As in Twitch detects there are two accounts on the same IP and only gives rewards to one.
Drops are random, not guaranteed for general streamers. For the ESO Live and other Bethesda TV, make sure to watch for 10 minutes with that as the main tab open. Also the latest round will be delivered by August 16. So even though many have received them, they may not have gone out for all.
OP, have you made sure you are fully logged in to Twitch while watching the stream, and have you taken the steps to link your Twitch and ESO accounts? Different browsers and settings may log you out after a while, I noticed this during one of the streams and fortunately caught it in time and managed to log in. As for sound, I have left the stream playing in the background with no sound at all and still received my rewards, most recently when they gave away the fire atronach cat pet.
I never got the drops for that stream either. I had volume on and my account has been linked for a year now. In fact I got a crate for watching a regular stream this weekend. So I know it's working. I thought about sending a ticket, cause I would have liked that pet, but it seems tickets aren't doing much huh.
Update: Got a canned reply telling me it would be here by the 2nd. It's the 5th.... no dice. Went to log in today to update the ticket and it says I have no tickets. Looks like I'm S.O.L. because they auto close them after 4 days and I don't see anything to update.... guess I have to file another one?

sometimes twitch randomly disconnects/glitches out when it comes to game account connections and you have to reconnect your accounts all over again, but here is the important bit. you need to make sure that your account is disconnected on all 3 pages. twitch, ESO account page AND Bethesda account. (also make sure you have email notifications enabled) once everything is disconnected - go through a process of connecting your twitch to ESO and bethesda.net again - it should fix the drop issues. source - personal experience with losing drops for a while and getting the process advised by costumer service.
essentially you may need to do a version of "have you tried turning it off and back on again"
from personal experience - muting the stream does not stop the crates. you DO need to make sure that your account is connected in all 3 spots (twitch, ESO account page, Bethesda.net) and that your e-mail notifications are on.

When did you get your response? The first response is ALWAYS an automated one based on keywords from your ticket. You can send as many tickets as you want, you won't get anything else. As that email clearly states, they will close it within 4 days if you don't respond. If that already happened, it's not their fault if the closed it.
If it didn't, respond to let them know your issue isn't solved and you'll get an actual representative to answer.
