It's consequence of one-sided balancing, which I guess is centered around fighting of stamblades and magsorcs in Cyrodiil.
Example:
1. rally/FM is too mandatory on stamblade, lets nerf them and buff vigor to compensate;
2. Also add ambush to DW so nightblades can free slot and got ambush combined with major brutality;
3. Now lets buff resto to match vigor. Oh, healing ward combined with hardened ward became OP, let's nerf healing ward.
4. Damn, vigor in PVE became too powerful, let's buff shield's HP cap to compensate for magdps;
5. Now sorcs will go back to maxing out spell power instead of mitigation and everything will return to another cycle of shield nerfing...
