It's not about needing them out, its about the fact that its a pain in the butt to unsummon them. If there was an easier way that didn't take a menu opening then more people I'm sure would be likely to drop the pets.
AS it is, you have to open your buff sheet and cancel the "buff" of having the pet out, or use an addon.
You should be lobbying ZOS to create and unsummon thats as easy as summon, then the players who don't unsummon can summarily be made fun of until they bend to your will.
Summerset crafting Hall get three sorcerers all of their pets out on one table in that Hall and you cannot see a table you cannot activate a table because of pets not the players theirselves except for the wellness to keep them out cuz everybody knows it how it goes do to itThe thing is though I don't really see the pets as an annoyance though. Where are you crafting that you can't see the table because of a pet?
Or you mean you walk up to it and its not immediately available and you have to take a step to the left or the right and that is what is bothering you?
I've never seen pets blocking access to anything, just wondering where this is

Do people still use public crafting stations? I have never experienced this problem in my life and if you can fix it by taking a step to the side it sounds completely irrelevant, there are more annoying bugs with chests and heavy sacks in dungeons as well as looting bosses.
On the subject of necromancy being ilegal, I understand that it makes sense lorewise and I appreciate the thought but after a while it stops being an interesting addition for the sake of immersion and starts being an annoying nuisance, making NPCs ignore this wouldn't be the first thing to go against the lore plus after all the vestige has done I'm sure the citizens of Tamriel would be willing to close their eyes to necromancy in a the ends justify the means sort of way. If not then they shouldn't praise all our deeds like they do because they'd be too disgusted by us doing it with necromancy.

So you are saying people are specifically griefing you? In that situation you can go to the other table, there are two copies of each in alinor. So I guess you could get 6 sorcs to block you, but even then just roll through the pets
