With the change to grand healing wouldn't it make sense to also change the master restro? Increase the stam it gives on the inital hit or make it proc ever 2 ticks or something along those lines or something else.
The staff gives 740 Stam back on the first tick and the cost of the skill has been reduced ~25%, meaning you can still spam it and you will be giving a ton more Stam back. You just don't get more healing then the first tick. Trade offs.
This change isn't ok at all, it means you can give near 1.5k stamina regen to anybody, even through block.
It will make the gap between Magicka DDs and Stamina DDs in PvE even larger that it already is, no need to invest a single point in regen as Stamina player, no need for an Elemental Drain, only blue food, ...
I also foresee big issues in PvP with this, and a lot of "Nerf Master Resto Staff" threads incoming.
It should have been change to give Stamina over time, like Healing Springs was changed to give smaller amounts of Magicka but every second instead of more on the first tick.

eh, im not much of a pver so I cant comment on that.
But I personally like master restro for group pvp. I use it mostly to give mag toons some much needed stam rec. Esp since zos' root and snare "immunities" rely on you either waiting it out or roll dodging.
