This means the gained Spell Penetration only applying to Direct Damage or channeled attacks like Puncturing Sweeps. Maybe make it 15-22m and give it a 0.2 second cast time if we have to have cast times making things miserable. It'd give solo mag classes a viable tank soft counter and an ultimate that works from ranged (but not outside the range of gap closers.)

    You mean like a PbAoE Onslaught?

    Ranged (not max range) Onslaught with the standard 15% damage reduction for being magicka. Maybe not even 22m ranged. Maybe ~150 ultimate cost as well. Just a baseline port of Onslaught to Ranged Magicka numbers. Single target direct damage that only does the AOE component if it hits... just like PTS Onslaught.

    Honestly it would be a lot more interesting than my actual suggestion. If Soul Shatter was actually relevant (slotting new Soul Trap makes it live on one bar) and acted like Onslaught... huh. Be a buff for Mark of the Pariah and Vampire and would make successful ulti-dumps in large scale combat a lot more dangerous. It'd be very interesting.
