Either you haven't played ESO since its beginning or you have a really short memory. The domination of a single faction in a campaign is exactly what was happening all the time in Cyrodill back in the days when we had faction lock. I've been warning about consequences of faction locks and especially the scenario you described. But did anyone listen? No.

Everyone knows small scale players don't take keeps.
They wait until thier group of 3 or 4 stumble across a solo player so they can jump them, then claim they aren't zerglings because there's only 3 or 4 of them.
Remember when small scale meant that group would go up against zergs instead of what "small scale" means these days? I miss those times...

Hammer is a cheap and badly thought through addition to PvP. Had the team any functioning brain, they would have implemented safeguards, so that Hammer could only be used by a side that did NOT have emp, or by the factions NOT leading the campaign.
But no, Hammer was implemented in a shoddy and braindead way usable by everyone, so OF COURSE the leading faction is going to monopolize that hammer constantly, adding it to all the other arsenals they have on their side, like keep bonuses, scroll bonuses and emp. Cause who doesn't like a lopsided, one-sided campaign, right?
The fact that the blue faction is apparently exploiting the hammer to keep it indefinitely sure as heck isn't helping either. Why hasn't a huge exploit like this already been fixed, @ZOS_BrianWheeler ?
