Please stop scapegoating PvPers. If, as you believe, the game is mostly centered around PvE and the population is overwhelmingly PvEers, then how would the "miniscule" number of PvPers even get heard while "complaining? Which is it? Are they the majority or the minority? They can't be both.

Yep, they sure are. All the pvpers who cry because they want pvers to gank. Every "pve Cyrodiil" thread eventually ends up with pvpers admitting they don't want a pve cyrodiil because they would have no one left to gank. Only other players who could give them an actual "fair fight". Which they don't want. [refer to the post about killing the pvers turning in quests at the last event]. Poor pvpers only feel good when they can gank and grief, apparently. And the ardent, passionate pvpers don't understand that some pvers don't really care about getting killed; congrats, you killed me, you da uberest leet evah, now please get out of the way so I can finish this story quest.

Not every one finds PVP to be fun. It's not a matter as you put it of "cant handle", its a matter of choice for doing what you consider to be fun during your entertainment time. I don't expect to be catered to as you imply, I just want to play a PVE game to relax for my entertainment time after a day at work. Given the choice of a PVP server or a PVE server, I choose the PVE server all the time. Most people do. If you look at MMO's that had the option of PVE or PVP all the time, the PVP servers died a long time before the PVE servers do.
Your comment makes me believe that you would be one of the spawn point camper/gankers if given the choice. Seriously. How does your comment positively add to the discussion? 37 Zones total, only 1 of which is PvP.
So thew game is 2.7% PvP based on content.
That is 97.3% PvE

So remind us, how many PvE zones was it designed with at inception, and how many PvP zones? How many PvE zones have been added in subsequent DLCs and Chapters, and how many PvP zones?
It may for sensible commercial reasons have been designed to cater for both playstyles, but that is not the same as being based on both playstyles.
Moreover, when it came to an inevitable conflict between the playstyles of the Justice System as originally conceived, remind us which playstyle got dropped from it.
