Imagine a ball group Farming people in Deshaan
You mean imagine a ball group running around Deshaan hoping to find one other player to jump. There are no choke points in those zones so the players will be scattered. Players wanting to do writs or other daily activities would probably take the day off if there were no safe zone.
Players are not going to be hanging out around wayshrines waiting for you to come gank them. It would be boring and most the PvP'rs would return to Cyradiil or battlegrounds after a bit of fruitless searching of victims.

All the PvE Nightblades would just slot cloak and spam it at the sight of another player as well.
No. Because it would be nothing but griefers that suck at PvP so they would use that even to attack players not even trying to PvP.
It would work fine in a PvP game but not PvE based game like ESO.

Yep, they sure are. All the pvpers who cry because they want pvers to gank. Every "pve Cyrodiil" thread eventually ends up with pvpers admitting they don't want a pve cyrodiil because they would have no one left to gank. Only other players who could give them an actual "fair fight". Which they don't want. [refer to the post about killing the pvers turning in quests at the last event]. Poor pvpers only feel good when they can gank and grief, apparently. And the ardent, passionate pvpers don't understand that some pvers don't really care about getting killed; congrats, you killed me, you da uberest leet evah, now please get out of the way so I can finish this story quest.
I never said I wanted to gank anybody.
And since when are PvE players incapable of defending themselves?

PvPers have one region dedicated to them and a broken Battleground queue with an interesting MMR system. PvErs have literally everything else.

That sounds like an excellent way to get non PvP players and new players to hate the game. Would the pvpers like to participate in an annual event where you can't attack any other players and all you can do in cyrodil is shake hands with other factions?

PvEers are as predictable in their rejection of PvP as PvPers are in their preference for unfair contests - which is the sole basis of the OP's suggestion.
