✭✭✭✭✭Pets are in the Collections menu. Open your menu, look for Collections (the icon is a circle, square and triangle together, in the middle of the list) then pick Non-Combat Pets and you'll see all the ones you have unlocked.
Pets come from the crown store, collectors editions of the game and from in-game achievements, so you may not have any unlocked yet. ✭✭✭✭✭Quickest and cheapest is to level up a character to lvl 24. You get to pick between a dog and a cat from the leveling rewards then. You can later pick the one you didn't chose if you level up another character.
There are also a few pets from collecting items that you can either get yourself or buy from other players.
You also get a pet from almost all the dlcs as soon as you enter their zone. Like entering Hew's Bane from the Thieves Guild dlc gives you a jackal.
