Odd 'Skip Tutorial' on EU, more evidence the bank bug resets the account status somehow

I have two pre-order accounts. On this one I've had the bank bug twice and DID skip the tutorial on one character before the bug hit .. I remain convinced there's a connection here.
Since the time of the first bank wipe I've not been offered the Skip Tutorial, which is another reason I believe the has reset the account's status somehow because on my other account the Skip Tutorial is still offered!

Harkrider✭✭✭I'm convinced the bank issue is related to having more than one character accessing the same vault.
Every single time somebody has reported it (that I've seen) it has been something to the effect of "I deposited some stuff, logged over to my alt, and my bank had been reset."
Has nothing to do with tutorial IMO.0 -

There's something related, in some fashion, though, because after having the bank bug myself, I have no longer been able to skip the tutorial!
So, I can't vouch for the correlation (whether the tutorial is cause of a symptom), but there's something there Bethesda needs to look into (please!).
