Honestly, even on my NB I prefer stealth pots over cloak. Sure it has more of a cooldown, but I can make better stealth pots that offer more reliability than I can if I just spam cloak.
Really? I thought being able to spam it through a skill to mitigate damage at will was the POWAH of cloak.

All classes and players should get access to cloak, not just Nightblades. That would be consistent with the over arching vision for all players being able to build for anything anyway desired.

LOL. I do agree Zos is going way to far homogenizing the game. I think that Zos is taking these steps because the lack the talent to figure out how to mange this game properly. It has been poorly managed since before the game launched. I agree it is very sad.
Yup, they have no consistent vision of this game, but it's not because of lack of skill, its because they simply don't know their game, they have no idea about what makes classes unique, what makes them strong and weak, what makes certain sets strong and weak. They overbuff and overnerf things since launch.
To the OP, since all stam players get better fear than NBs I think that all should get cloak to, but buffed somehow.
That’d be really cool if 100 players on the battlefield randomly pop into and out of cloak!

At this point they might as well remove all classes, separate all abilities and morphs in to Stamina/Magicka, streamline racial passives, weapon abilities, etc., and let a person simply build a character upon creation with no "class" attached to it and play that way.
That's where we're headed, anyway.
And I bet you want it without having to drop the healing of a templar, the tankiness of a DK, the shield of a sorc, the subterranean assault of a warden or the whatever-they-have of a necromancer, right?...
