If you're talking about the load screen "spinning wheel" that suddenly stops spinning, and never starts again, this has been a thing since Murkmire. Most noticable in Cyrodiil. That's interesting. I haven't done a "game settings" reset in a long time. I wonder if that may help - maybe we're both experiencing a little corruption that took a different amount of time to build up. I'll try it this evening. Yep. Me too. It's really great. Especially since the console version just get's so much love and attention already.
All I want to know is two things: If I had a better, newer version of the Playstation would my ESO console experience see any improvement? Also, if I had the best internet in the world could I actually enjoy large battles in Cyr?

PS4Pro user here. Game is definitely prettier (Run 1080 Enhanced for water reflections, better shading/shadows etc) but I don't escape the long load times, blue-screens and lag. I'm going to hazard a guess that the answer is "no", especially since a dude was on here the other day posting really good PC specs and Internet connection and still finding Cyro almost unplayable for him.
It isn't your hardware. It's ESO's code.
